New oper (only) command to amend PRELOGON addresses (1->4)

upt to 4 addresses associated with a REMOTE
Each stream must specify address selection (or default to 1)
so config is either  device no = n (default to address selector 1)
                     device no = m/n   address selector/n
Remote is specified :
                     ADDRESS = xxxxxxxxxxxxx   (ie normal)
 or                  ADDRESS = xxxxxxxxxxx&vvvvvvvvvvv&...up to 4
                               being address1&address2&....
Any Remote with multiple addressing CANNOT be logged on to anything
other than the specified address cluster..
only LOGON  by REMOTE proc will work...no address in future  for this cluster type.

So the OPER and REMOTE commands change in content as follows.

REMOTE...

If it is a PRELOGGED ON Remote then the following can be used :

LOGON
LOGON FEn
LOGON FEn TIED

IF NOT THEN :

LOGON address
LOGON address FEn
LOGON adrress FEn TIED

MAIN OPER....

If it is a PRELOGGED ON Remote then.....

S/LOGON name FEn PRELOG
S/LOGON name FEn PRELOG TIED
S/L name PRELOG
S/L name PRELOD TIED

If not then....

S/LOGON name FEn address
S/LOGON name FEn address TIED
S/L name address
S/L name address TIED
