The @3@@CHAPTER@1 command has the form:

@3@@CHAPTER(title)@1

where @3title@1 is the title of the chapter
concerned, eg:

@3@@CHAPTER(Organising Manuscript Files)@1

A @3@@CHAPTER@1 command produces a centred, 
numbered, capitalised chapter heading, in
large or boldface type, and which is set off
from the surrounding text.
