The @3ENUMERATE@1 environment produces a numbered
list. SCRIBE itself does the counting, eg:

@3@@BEGIN(ENUMERATE)
First item in a short numbered list.

Second item in a short numbered list.

Third item in a short numbered list.
@@END(ENUMERATE)@1

In this case, the 'paragraphs' are the
numbered items - which may well extend to a
proper paragraph of course.
