SCRIBE - Design Philosophy.

This procedural approach is fine as far as it
goes, but, there is a problem if we wish to
format the text for different output devices
which may have different line or page lengths,
some, possibly many directives in the input
may well have to be changed to accommodate
the requirements of the new device.

Although this is a perfectly feasible task,
it is a fairly tedious way of solving such a
problem.
