This is the "VMS filestore" code.  When the APM-based filestore was being
developed it was found that the old Interdata filestore wasn't really able
to cope with the load of that plus other users.  Instead, a "filestore"
running on ECSVAX was written, with just a basic protocol interpreter
and calling out to VMS for the actual filesystem operations.
