Supervisor 27F Release Notice

      This Supervisor has the following changes

      1) Changes to Schedule to allow a smoother change
         between snoozing and non snoozing as the load increase
         past the point where snoozing helps performance.

      2) Change to layout of timing information to allow inspection
         online from utility ercc20.perfy

      3) Change to local contoller to deduce sequential access to
         segments in some circumstances.

      4) Minor corrections elsewhere.
